Governs the credential arm of delegated external-wallet auth entries.
When true, delegated entries built for SelectedSigner.Wallet signers carry upgraded ADDRESS_V2 credentials, whose signed preimage (ENVELOPE_TYPE_SOROBAN_AUTHORIZATION_WITH_ADDRESS) carries the wallet address. When false, they carry the legacy ADDRESS arm with its non-address-bound preimage, for wallet software that cannot sign the address-bound preimage type.
